Abstract

Land is an integral part of human life, both in terms of social, economic, housing, movement and activity. The importance of land for humans while its limited availability often triggers problems such as land disputes. To overcome this, the government issued a Ministerial Regulation ATR/Ka. BPN Number 6 of 2018 concerning Complete Systematic Land Registration, through this program it is hoped that all land parcels in Indonesia will be registered and provide valid evidence of land ownership, so that land disputes can be resolved in the future. This research on the effectiveness of PTSL in Sijunjung Regency aims to: (a) determine the effectiveness of PTSL based on Ministerial Regulation ATR/Ka. BPN No. 6 of 2018 in Sijunjung Regency, (b) find out the obstacles and solutions in the PTSL program in Sijunjung Regency. This type of empirical legal research, with the specification of the discussion is descriptive analysis and data collection techniques are interviews and document studies, then analyzed qualitatively. Based on the results of the author's research, it can be concluded that the PTSL Program in Sijunjung Regency has been running effectively, because it is in accordance with the rules in the ATR/Ka.BPN Ministerial Regulation No.6 of 2018, supported by adequate facilities and infrastructure, as well as achieving targets and the objectives of the program can also show that the PTSL program has been running effectively. It was also found that the effectiveness of PTSL implementation was accompanied by several obstacles/obstacles. However, this can be immediately resolved by the Nagari Government and the BPN so that it does not affect the overall implementation of PTSL.
