Abstract

Agriculture is one of the people's livelihoods in Mumpa village, Tempuling sub-district, Indragiri downstream district. After the occurrence of Covid 19, it gave a lot of influence in the economy for the community, especially for farmers in Mumpa Village. Previously, the farmers sold the coconuts to nearby companies as containers. However, when Covid 19 occurred, many companies did not buy these staples from farmers because sales at these companies had decreased. After Covid 19, in order to revive their livelihoods, farmers formed farmer groups which produced white copra to be sold outside the area and even for export. However, for the development of white copra production, farmers need capital. Apart from that, farmers also need legal protection in their sales with the condition of transportation for selling outside the area/export as well as unilateral price reductions. In response to this, the form of legal protection provided by the Mumpa village government was, village officials together with the village head revived village cooperatives, so that farmer groups could take advantage of loans from cooperatives as business capital. In addition, the village apparatus made an agreement with the farmer groups so as not to harm the farmer groups in terms of buying and selling white copra outside the area or even for export. So that there is government intervention in the marketing of white copra products for farmer groups in the village of Mumpa in order to provide legal protection.
