This study discusses the implementation of the Public Information and Documentation Officer (PPID) as the main instrument to support information transparency at Politeknik Pariwisata Bali. The system was developed using the Waterfall method with PHP as the programming language and MySQL as the database. The testing process was carried out using the blackbox testing method to ensure that each system function operates as required. The research background highlights that previous studies have primarily focused on Bootstrap, whereas Tailwind CSS has received relatively limited academic attention. A descriptive comparative approach was employed by developing a simple web prototype using both frameworks. The analysis focused on several aspects, including lines of code, maintainability, design flexibility, responsiveness, and development time. The findings indicate that Bootstrap excels in rapid implementation and consistent design, making it suitable for beginners and projects requiring uniformity. In contrast, Tailwind CSS demonstrates efficiency in code utilization and provides higher design flexibility, though it requires more time and expertise in the initial phase. The main objective is to provide an efficient solution for website content management, which was previously handled manually and ineffectively. The development method employed is the Waterfall model, combined with prototyping to ensure usability. The implementation results show that the system provides a simple yet functional interface, including service list management (add, update, delete, and activate/deactivate), Light and Dark display modes, and a secure login page. Based on black box testing, all functions performed optimally, proving that the system supports faster, more accurate, and structured data management. Octopus, lobsters, and shellfish are high-value fishery commodities that have traditionally been classified manually, with the potential for subjectivity and inefficiency. This study aims to develop a digital image classification model for marine biota using the K-Means Clustering method equipped with image processing techniques. The methods applied include converting the RGB color space to L*a*b, segmentation with K-means, shape feature extraction (metric, eccentricity) and GLCM texture (contrast, correlation, energy, homogeneity). The results show that this method is effective in identifying the three types of marine biota with an average accuracy of 95% based on testing on 30 images. In this study, the DevOps (Development and Operations) method was used because its development cycle is easier to control, faster, and more flexible in detecting errors. Meanwhile, RFID is used to help facilitate digital transactions. As a result of this system, transactions are recorded in real time, and parents can monitor the use of their children's pocket money through the website, thereby increasing transparency, reducing waste, and facilitating financial oversight. This system also includes transactions that can be integrated with digital payments through a virtual account, allowing parents to top up their balance from home.
